CATIA Black window does not load all the way


Problem: When the user attempts to launch CAITA there should be a black command window that scrolls across
	 Displaying a large "DO NOT CLOSE" at the end. Durring this problem this "Do not close" is never reached
	 thus CATIA is not launched


Solution: the problem here is that the user who is trying to launch CAITA does not have permissions to the 
	  C:\ENG_USER folder on his computer we need to give him access
		Open my computer and locate this folder
			Right click and select properties
			go to security
			add "everyone"
			give everyone full access
			select apply

 	 This should resolve the problem
